Those of us old enough to remember the Cold War probably imagined that we could safely file it away into a folder labeled History. We witnessed the collapse of the mighty Soviet Empire, followed by a Russia that seemed locked into a downward spiral with declining life expectancy and an armed insurrection in a Muslim dominated area of Chechnya. But then along came Vladimir Putin, a no-nonsense apparatchik from the intelligence services. And behind his firm leadership Russia regained (some of) its swagger. In the meantime, Putin creates a cult of personality around his macho persona and becomes a touchstone for discussions of stronger leaders. This talk will address the rise of Putin and the challenges Russia poses to the current international order under his leadership. In

the process we will discuss the characteristics of leadership and attempt to separate the individual from the country.We will look at some of the major decisions made by Putin during his reign. Is Putin a strongman throwing his weight around like a bully or a master tactician playing a weak hand and creating a Potemkin Village? (SMSIA)
